Texture Effects - Browse Hangs when Offline

The title says it all, if you use Browse in Texture effects when offline the application will hang and you need to kill Texture Effects using the Task Manager.

The solution would be to default the Browse Panel to Local rather than both, or disable the Community option if the PC is off-line.
